Police identify Buffalo man killed during police chase in Niagara Falls

The 33-year-old Buffalo man killed in a crash last month in Niagara Falls while fleeing police has been identified as Yan N. Soe, Niagara Falls police said.

Soe was driving a 2001 Honda Accord east on Buffalo Avenue near 56th Street when his vehicle left the roadway and struck a utility pole at about 4:20 p.m. Dec. 20. A border patrol agent and a State Parks Police officer were pursuing the vehicle Soe was driving from the area of Rainbow Boulevard and Second Street.

The pursuit came after a border patrol agent ran a registration check on the vehicle and saw that its owner was wanted on a rape charge, U.S. Customs and Border Protection officials said. Soe's vehicle struck a State Parks Police vehicle while fleeing, Customs said. The pursuit of Soe spanned about 2 1/2 miles, from downtown Niagara Falls to near the I-190.

Customs declined to say if Soe owned the vehicle or identify the owner.

A Buffalo police report shows Soe was arrested Sept. 24, 2016, and charged the first-degree rape of a person younger than 11 years old. He was also charged with first-degree criminal sexual act with a victim younger than 11, as well as child endangerment.
